1. About REEP

We are dedicated to increasing the participation rates in higher education of students from rural and regional areas.

REEP enables secondary students to apply for guaranteed entry into one of our higher education degree programs. When students apply through REEP, they are assessed on their demonstrated motivation to succeed and their contributions to their school and community, not just their ATAR.

2. The application process

Current Year 12 students apply for an early provisional offer. The application and selection timeline ensures that successful applicants will receive a provisional offer in time for the Victorian Tertiary Admissions Centre (VTAC) Change of Preference period in December.

Some key points:

REEP is available for our higher education undergraduate degree programs which are listed as eligible for REEP in the 2014 VTAC guide.

Applicants must apply for their REEP program as one of their 12 VTAC preferences and also make an application under Category 6 of the VTAC Special Entry Access Scheme (SEAS).
We no longer require applicants to complete a separate application form; the REEP application can be made at the same time and at the same website as VTAC preferences and SEAS applications; www.vtac.edu.au
REEP is available for one degree program only. We will welcome your application for additional courses with us, as part of your 12 VTAC preferences.
Applications open with VTAC and SEAS applications on Monday 5th of August, 2013.
Provisional offers to successful candidates will be made in late November 2013.

3. Who is eligible for REEP?

Candidates must be enrolled as a current VCE student (or interstate equivalent) in one of the nominated schools or colleges in the following regions: Central Highlands, Wimmera, Loddon Mallee, Barwon, Western District, Hume & Gippsland. The scheme is also open to regional students from nominated schools in the Melbourne metropolitan area and NSW.

4. What are the selection criteria?

REEP applicants will be selected for a provisional offer by the appropriate Selection Officer based on the following selection criteria:

Demonstrated motivation to succeed in the degree program of the applicant’s choice;
Contributions to the applicant’s school and community, in particular activities related to their program of choice

To receive their official offer through VTAC at Round 1 in January 2014, applicants with a provisional offer must have:

Successfully completed the appropriate prerequisites and extra requirements;
Achieved the minimum ATAR for their REEP program (Minimum Required ATARs for REEP 2013-2014)

The number of REEP places available per program will vary and depend upon demand and applicant suitability. This quota is at the University’s discretion and the decision of the Selection Officer will be final.

5. What are the benefits of REEP?

REEP allows applicants to be considered with regard to their motivation to succeed rather than being assessed only on their ATAR. In addition, due to the timeline of REEP, applicants will be notified of the outcome in writing by late November. The early provisional offer enables applicants to make a start on preparation for life and study at the University. Applicants who do not receive a provisional offer are informed in time for them to fully consider their options at change of preference.

Successful applicants will receive an early provisional offer; an official offer at VTAC Round 1 will be made on the condition that they meet the prerequisites and entry requirements of their chosen degree program and the minimum required ATAR.

Selection criteria guidelines

1. Purpose

These guidelines are designed to outline the administration and selection criteria of the Regional Education Entry Program (REEP), and to ensure that places are awarded through a fair and equitable process.

The purpose of REEP is to increase participation by regional and rural students in higher education at Federation Universities (Fed Uni). Fed Uni recognises that VCE (or interstate equivalent) results do not always predict success at tertiary level and have implemented REEP to increase opportunities for access to higher education for regional students. REEP allows secondary students to apply for alternative entry to a Fed Uni degree program, with the potential opportunity to recieve an early provisional offer and guaranteed entry into their program of choice.

2. Scope

These guidelines apply to prospective Fed Uni students who:

Are enrolled in a 2013-2014 REEP nominated secondary school;
Will be applying through the Victorian Tertiary Admissions Centre (VTAC) for a UB Higher Education degree program in 2014;
Make an application under Category 6 of the VTAC Special Entry Access Scheme (SEAS).
Are seeking alternative entry into a Fed Uni degree program.

3. Selection guidelines

3.1. School Eligibility Requirements

3.1.1 Fed Uni will determine the secondary schools eligible for participation in REEP. A list of designated schools included in this scheme for 2013-2014 is available by visiting www.ballarat.edu.au/reep

3.1.2 Fed Uni reserves the right to add or remove secondary schools from the list of designated schools.

3.1.3 There is no restriction on the number of applications which can be made from a nominated secondary school.

3.2 Student Eligibility Requirements

3.2.1 Applicants will only be considered for REEP if they are enrolled as a Year 12 student in the 2013 school year in one of the eligible REEP schools as specified at 3.1.1

3.2.2 Applicants will only be considered if they submit their application for REEP under Category 6 of the VTAC SEAS program by the closing date of SEAS for the 2013-2014 Selection Cycle, by the 8th of October, 2013.

3.2.3 Applicants may be an Australian or New Zealand citizen, permanent resident of Australia, or hold an Australian permanent humanitarian visa. International students enrolled as a VCE student (or interstate equivalent) in one of the designated secondary schools are also eligible to apply providing they meet the requirements specified in guideline 3.2.4.

3.2.4 Successful international applicants must be 18 years of age at the commencement of their degree program and will be required to obtain a new student visa in the Visa Subclass appropriate to their chosen degree program of study. 3.2.5 Applicants will only be considered if they are applying for a UB Higher Education degree program listed as eligible for REEP in the 2014 VTAC guide. Applicants who fail to submit an application through VTAC will not be considered for selection via REEP.

3.2.6 Applicants must have satisfied the prerequisites and extra requirements of the degree program they are applying for refer to course entries in the 2014 VTAC Guide for further information.

3.2.7 Successful REEP applicants do not need to achieve the Clearly-in ATAR for the degree program of their choice, but applicants must have achieved the minimum required ATAR for 2013-2014 in order to be eligible for an official VTAC offer through REEP. The required minimum ATAR’s for REEP in 2013-2014 can be viewed at www.ballarat.edu.au/reep

3.2.8 Successful REEP applicants may apply for deferment from their REEP degree program. Deferment is not automatically granted and must be applied for in writing to the relevant Fed Uni School. Information regarding this process will be provided to the successful applicants at the time of notification of their official offer.

3.2.9 Applicants who have been made a provisional offer but who do not meet the minimum ATAR may still be eligible for a place in the program of their choice but this will not be determined until the applicant pool is assessed at VTAC Round 1 in January 2014 and is not guaranteed.

3.3 Applications

3.3.1 Applications open online through Category 6 of the VTAC SEAS scheme on Monday 5th of August 2013 and close on Tuesday 8th October.

3.3.2 Applicants may apply for one Fed Uni degree program via the VTAC SEAS Category 6 REEP application process; the program must be one of their 12 VTAC preferences.

3.3.3 Additional UB degree programs may be applied for via VTAC as part of the 12 preferences open to all applicants.

3.3.4 Applicants will be notified in writing of their application by the end of November 2013. Successful applicants will receive a provisional offer based on the condition that, for an official offer, they will satisfy the prerequisites, extra requirements and minimum required ATAR for a REEP offer. Provisional offers are confirmed when the applicant enrol’s in the degree program during the relevant enrolment period. The minimum required ATAR for a REEP offer may not correspond to the clearly-in ATAR for that program.

3.3.5 If applicants are successful in their REEP application, the UB placement is secure as long as the degree program is listed first in the course preference list with VTAC.

3.4 Assessment and Selection

3.4.1 Applications will be assessed by the relevant Fed Uni School Selection Officer.

3.4.2 The decision of the Fed Uni Selection Officer is final.

3.4.3 The number of REEP places available per Fed Uni degree program will vary between programs depending on demand and applicant suitability. This quota is at the University’s discretion and the decision will be final.

3.4.4 Selection Officers will consider each application based on the following selection criteria. No other correspondence will be entered into.

Demonstrated motivation to succeed in the Fed Uni degree program of the applicant’s choice;
Contributions to the applicant’s school and community, in particular activities related to their degree program of choice

3.4.5 If necessary, the Fed Uni Selection Officer may contact the school principal for clarification of an application.

3.4.6 If the clearly-in ATAR for that program falls below the minimum REEP requirement, and all prerequisites and extra requirements are me, applicants who do not meet the required ATAR may still be made an official VTAC offer for that program.

4. Responsibility

Applicants are responsible for submitting their application through Category 6 of the VTAC SEAS program by the due date
Applications are assessed by the relevant Fed Uni school selection officers
